Rendons à Kagamé ce qui est à ... Paul.

En effet, en moins de deux décennies, il est parvenu à faire du Rwanda, meurtri par un des pires génocides du XXe siècle, un modèle de réussite. Sous sa présidence entamée en 2003, le pays des "Mille Collines" a effectué un grand bond socioéconomique.

Le taux de croissance a longtemps tutoyé les 8% par an, et celui de la scolarisation a connu le même essor. De grands chantiers de développement ont achevé de convaincre du volontarisme du Paul Kagamé. Résultat de tout cela, on parle aujourd'hui de "miracle rwandais". Mais derrière cette image d'épinal de "l'homme mince" de Kigali, se cachent bien d'horreurs. Et s'il fallait en citer, nous retiendrons trois :

d'abord la « complotite » dont la manifestation est cette méfiance obsessionnelle envers tous ceux qui gravitent autour de votre trône. Paul Kagamé est vraisemblablement au stade très avancé de la complotite, puisqu'on ne compte plus le nombre de fois où il s'en est pris à ses adversaires politiques et aux défenseurs des droits de l'homme, qui sont harcelés, arrêtés, torturés quand ils ne sont pas tués, comme ce fut le cas pour l'opposant Patrick Karegeya, retrouvé mort le 31 décembre dernier dans sa chambre d'hôtel en Afrique du Sud où il avait obtenu l'asile politique. A cela s'ajoutent les récentes arrestations, notamment celui du chanteur Kizito Mihigo, dont les confessions publiques ont fait le buzz, et du journaliste Cassien Ntamuhanga ;

ensuite, la francophonie rabique ou la haine envers l'étranger qui poussait ceux d'autrefois à la conquête de nouveaux empires. Dans le cas de notre patient de Kigali, elle se manifeste par une certaine volonté de se départir du joug colonial tout en accusant l'ancien colonisateur de tous les péchés. Son «antifrançisme », si vous nous permettez cette fantaisie, qui a commencé avec le passage de la langue officielle du français à l'anglais, s'est développé avec les insinuations sur le rôle joué par l'Hexagone dans le génocide, et s'exacerbe avec la volonté de détruire le centre culturel français de la capitale ;

enfin la « tripatouillite », ce fameux syndrome qu'on ne présente plus dont souffrent tous les présidents qui ont des rêves d'empereur et qui les poussent à modifier la loi fondamentale de leur pays pour demeurer ad vitam aeternam au pouvoir. Dans le cas de notre sujet rwandais, ce n'est pour l'instant qu'une présomption que vient accentuer sa récente sortie à l'Université de Tuft dans le Massachussetts aux Etats-Unis. A la question de savoir s'il va se représenter - ou non - à la fin de son deuxième et dernier mandat en 2017 et donc modifier la Constitution, Kagamé, comme s'il était allé à l'école de biens d'autres de ses pairs à qui on prête à tort ou à raison cette intention (suivez notre regard), a fourni cette même réponse qui n'est pas sans rappeler une autre : « Je pense qu'à un moment, nous devons laisser les pays et leurs populations décider par eux-mêmes de leurs propres affaires. Cela, c'est la première chose. Depuis que je suis au pouvoir, on me demande si je vais quitter le pouvoir et quand. Tous les ans, on me le demande. C'est comme si j'étais là juste pour partir. Je suis là pour gérer les affaires qui intéressent les Rwandais. Les Rwandais font leur choix. Et nous devons le décider par nous-mêmes, au pays. Comme nous nous respectons nous-mêmes et que nous respectons les autres, nous devons être respectés dans les choix que nous faisons, par nous-mêmes. Donc je ne sais pas vraiment quelle réponse vous donner. Attendons de voir ce qui va se passer. Mais quoi qu'il se passe, nous aurons une explication ».

Fermons la parenthèse médicale par le facteur qui a favorisé l'apparition de tous ces symptômes : il s'agit de l'élan de compassion générale pour le Rwanda après le génocide, qui a conféré une espèce de « permis de tout faire» à Kagamé, lequel en a abusé. Ayant hérité d'un pays dévasté par le génocide, il a bénéficié d'un parapluie pour agir à sa guise. Mais, « l'homme mince de Kigali » a vraisemblablement trop tiré sur la corde, poussant ses alliés de toujours, les Américains, à donner de la voix pour réclamer, entre autres, un meilleur respect de la liberté d'expression et ne surtout pas donner l'impression de protéger un fossoyeur de la liberté et un bourreau d'opposants. Un tocsin que le président rwandais a intérêt à entendre au plus vite. Dans le cas contraire, il faudra lui rappeler la façon dont la plupart des empereurs qu'il semble vénérer ont fini…

While governments pay lobbyists to present a good image abroad, ordinary African people continue to face violence, hunger, disease, poverty, repression and exclusion. We challenge the normalisation of African suffering and demand equal truth, equal justice and equal protection.

Africa Realities Media is an independent African accountability platform based in London. We report, analyse and challenge the systems that shape African suffering, silence African victims and protect abusive power. We are not here to repeat diplomatic language. We are here to ask the questions that are often avoided: why are African deaths treated as normal? Why are African victims given less urgency? Why are governments that imprison, exclude, displace or kill their own people protected when they serve powerful international interests?
