AN OPEN LETTER FROM POLITICAL OPPOSITION PARTIES,AND RWANDAN ASSOCIATIONS TO THE UN SECURITY COUNCIL, TO ALL MEMBERS OF THE UNITED NATIONS, TO THE EUROPEAN UNION, TO THE AFRICAN UNION, TO THE MEMBERS OF THE SADC, REQUESTING TO TAKE ALL THE VICTIMS AND SURVIVORS OF THE HUTU GENOCIDE AND THE TUTSI GENOCIDE ON  EQUAL RIGHTS.

SUBJECTREQUEST TO THE UN SECURITY COUNCIL, TO ALL   MEMBERS OF THE UNITED NATIONS, THE EUROPEAN UNION, THE AFRICAN UNION,  MEMBERS  OF THE SADC,  TO TAKE ALL THE VICTIMS ANDSURVIVORS OF HUTU GENOCIDE IN RWANDA AND D.R. CONGO AND TUTSI GENOCIDE IN RWANDA ON  EQUAL RIGHTS.
 Excellencies,

 We, the signatories of this letter, we are Rwandan politicians, representatives of  organizations of genocide victims and survivors of genocides committed by the RPF/RPA and Interahamwe militia together with elements of Rwandan Armed Forces; we are fighting for true democracy, human rights and the equality of Rwandan people before the law.
 
We, as Rwandans who lived through the history of our country (some of us were even High ranking authorities in RPF's Government), we are writing to you as well as the world to announce the following:
1. We publicly state that in Rwanda since 10/01/1990 and in D.R. CONGO(ex-Zaire) since 1996, there was a genocide of Hutu carried out by the RPF/RPA/RDF in collaboration with the extremist Tutsi members of RPF or not. The Genocide of Hutu and the Genocide of Tutsi are something real that anyone who believes to be human and humane, and who supports the truth,should definitely recognize them as such.We therefore call on all and each,any country, any regional and /or international organizations, who have never had the information about the truth of what happened in Rwanda and D.R. Congo, and who have been RPF lies victims to investigate and verify what we state and publish today. The carried out Hutu genocide is a sad reality we share with all Rwandans (Hutu and Tutsi) and all true friends of Rwanda who love the truth. We are sure that everyone who wants to conduct a thorough investigation will confirm this information that we put out today, unless he will have intention to cover up the genocidal RPF Inkotanyi. On this point, we ask all states, organizations and the individuals who subsequently are interested in history of the  Rwanda genocide and genocide in the world, to give equal attention to all the victims and survivors of the Hutu genocide and Tutsi genocide.
2. The Hutu genocide committed by the RPF/RPAwas carried out  through different ways:they called the Hutu to come for security meeting or new measurements and  announcements by the new authorities or  to come for receiving  diverse aids such as food,or young people to come to the military recruitment or loading fire wood and food supplies,or the Hutu intellectuals and technicians to come to help RPF authorities to restart government services in connection with their knowledge while the Tutsi were receiving secret orders to do not go.Then, when the Hutu were assembled, the RPF soldiers killed them by bombs, machine guns and other automatic weapons, and they finished with hoe hits all the still alive wounded.Then, the APR loaded the bodies into truck sand threw them into rivers or into mass graves or cremated them before the RPF found another strategy to get them into the memorial sites to increase the number of victims of those which will be called later the Tutsi genocide memorials.
3. The RPF/RPA killing system used forced population gathering in unnecessary billeting camps very similar to the Nazi camps across the country in order to easily identify the Hutus who were taken away from the camps and were systematically killed. The RPF/APR also killed several thousands of Hutu people in these sites, for example the mass killings that took place in Kibeho camp(Gikongoro), Byumba stadium, Rutare camp(Byumba), Gabiro (Byumba),  Kayonza(Kibungo), Gahini(Kibungo), Ryamanyoni(Kibungo), Nasho(Kibungo), Rwamagana  (Kibungo),Rusororo(Kigali Ngali), Ndera(Kigali Ngali) Rwabusoro (Gitarama-Butare), Byimana(Gitarama), Gakurazo (Gitarama), Rubona(Butare), Rwasave (Butare), and many other places inside Rwanda where Hutus have been killed just because they are Hutus.  Among RPF military officers who carried out the Hutu genocide under the supervision of the current Rwandan President Paul Kagame, there is the current Chief of Staff of the Rwanda Defense Forces General Patrick Nyamvumba and Major General Jean Bosco Kazura who, since June 2013, was commander of the UN's stabilization force in Mali as stated in Foreign Policy Journal by Judi Rever in herDecember 13, 2014 article titled "Rwandan General Accused of Supervising Death Squad Leaves UN".

4 .The other method used is that the RPF military accompanied the civilian Tutsis to hunt, search and kill the Hutu who did not report to the camps, hiding somewhere in their properties, others in mountains who were finally exterminated or driven from strength in the transit centers which were scattered all over the country in the form of prisons or jails. Then in the evening, the RPA loaded them into military trucks after tying their arms to be burnt alive and / or killed them with hoe blows and threw them to the above mentioned locations on paragraph 2.
5. In 1994, the RPF has closed the Rusumo border located in the Eastern Province and led Hutu who tried to flee the country in the Akagera National Park where they could found nothing to eat or to drink, and killed all those who attempted to come back from the Park forest. The evil goal was that the Hutu people might die by hunger or be killed by wild animals.  It is exactly what happened to them and they were thousands.
 
6. At Gisenyi and Ruhengeli, RPF/APR has used helicopters to exterminate the Hutu population.They also used the caterpillars to plug caves / cellars and killed all those who had found refuge in them. 

7. We call on the international community to be cautious and vigilant on this issue because the genocide of Hutu that started from October 1990, kept going and continues until now in secret. To that fact, the RPF system used and is still using forced disappearances followed by death to eliminate Hutus gradually; cram them  into death prisons, torture them to death,  poison them, geld Hutu men, sterilize Hutu women, strip their property to better impoverish them so that they can for sure  gradually die and be exterminated. It is within the framework of this evil RPF silent and systematic Hutu genocide that, since July 2014, more than 40 bodies bound and locked in bags were discovered in the Akagera River and Lake Rweru. This ongoing genocide in Rwanda has been recently exposed by an American researcher Ann Garrison in her August 30th, 2014 paper titled "Second Genocide in Rwanda? Slow, Silent, and Systematic? What is happening in Rwanda? And, is the UN turning away?".
8. We let the International community know that since 1994, much of the East of the country has been transformed by RPF into Tutsiland. For this, we request rapid response to rescue the survivors of the Hutu genocide who are still in this part of the country because the RPF's plan is to continue to carry out the Hutu genocide in silence in order to create more land properties for Tutsis. That is why we ask that there should be a form of tolerance allowing the people to live side by side rather than to exterminate a part of the population. 
 
9.  We call on UNHCR and all the countries around the world to give refuge to all Rwandan persons without conditions because Rwanda is currently led by the RPF murderers who rule the country with an iron hand under an absolute dictatorship, torture, injustices, and forced disappearances followed by death. They are silently busy with exterminating a part of the population in a progressive and planned way for the RPF-led Government does not tolerate Hutus in general and Tutsis that do not support these atrocities.
10. We let know the International Community that all statements from RPF claiming that there is security in the country are false.There is no security in the country since the RPF came to power in 1994.The RPF is leading the country in a systematic ethnic discrimination. It is a police and repressive state,and its agents do everything in their power to hide this from all foreigners who are in the country.It is in this context that the countryside is closed to foreigners if they are not accompanied by civilian cloth-dressed security officers or if they did not announce their visit in advance so that the RPF agents clear their way to hide its repressive actions and to prevent outsiders from knowing the sinister reality of what Hutu ethnic group people live daily. 

11.During this year 2014 of the 20th commemoration of the Tutsi genocide anniversary and preparing for the upcoming 21st genocide anniversary, we call on the international Community: the United Nations, the European Union, the African Union,and every country in the world, to respect and value equally footing the Hutu genocide victims and survivors with those of the Tutsi genocide. In particular,we ask you to plaid in favor of the Hutu population that finally they have a right to mourn for their relatives and friends victims of the Hutu genocide and commemorate them, to get the information that surrounded their death, where their remains are in order to bury them in due respect and human dignity, and the right to give their own testimonies and tell their own stories of how they survived the Hutu genocide carried out by RPF/RPA in Rwanda and in Democratic Republic of the Congo. Otherwise, if the truth, all the truth and only the truth is not told, if the Tutsi continue to be viewed as the only victims and the Hutu the only executioners although the reality is all different, there will never be a true reconciliation and a sustainable peace in Rwanda.
12. The BANYARWANDA Political Party, the Moderate Rwanda Party(MRP-ABASANGIZI), and the Association of survivors TUBEHOTWESE are united with all the victims and survivors of the Hutu genocide and those of the Tutsi genocide in sadness and broken heart caused by these two genocides in which they lost their family members and friends only because they belong to one or another ethnic group. We take this opportunity to thank the Tutsis who are beginning to be annoyed by the commemoration of the Tutsi genocide only,when they know this right is forbidden to their neighbors and brothers Hutus by the RPF which leads the country and which is responsible for the Hutu genocide and catalyst of the Tutsi genocide.
13. The impunity that has always been the rule of the land in Rwanda is one of the main root causes of the two genocides carried out in that country. Therefore, we ask for the perpetrators of the Hutu genocide in Rwanda and in the Democratic Republic of Congo to be prosecuted and tried by an international criminal court and by the Rwandan courts as it has been the case to those who committed the Tutsi genocide.

14.We are grateful to the BBC for its documentary on President Kagame and RPF crimes in Rwanda aired on October 1st 2014. We urge the BBC to pursue its investigation in favor of knowing all the truth and call the RPF crimes by their true name for the fact is that Mr. Kagame and its RPF committed a Hutu genocide in Rwanda and in Democratic Republic of the Congo.
 
Finally we thank all of you for the way in which you will receive and consider this open letter and we ask you to consider and value the victims and survivors of the Hutu genocide, and to plaid on  their behalf in order to mourn and commemorate their own as well. In doing this, you will be investing in something valuable or true reconciliation between Hutus and Tutsis, and for establishing sustainable security and peace in Rwanda.

While governments pay lobbyists to present a good image abroad, ordinary African people continue to face violence, hunger, disease, poverty, repression and exclusion. We challenge the normalisation of African suffering and demand equal truth, equal justice and equal protection.

Our work is designed to trigger debate, discomfort and action. We do not only expose injustice; we work for policy and systems change. We want governments and institutions to address the root causes of inequality, disadvantage, discrimination, exclusion and barriers affecting African people. We believe lasting change must be shaped by people with lived experience.

Exposing Injustice in Africa

Africa Realities Media is an independent African accountability platform based in London. We report, analyse and challenge the systems that shape African suffering, silence African victims and protect abusive power. We are not here to repeat diplomatic language. We are here to ask the questions that are often avoided: why are African deaths treated as normal? Why are African victims given less urgency? Why are governments that imprison, exclude, displace or kill their own people protected when they serve powerful international interests?
