Rwanda Senate report pokes holes in Saccos
The East African - 1 hour ago
The recent senators' report on dialogue and consensus has punched
holes in some government initiatives to fast-track economic growth.
According to the report, growth of co-operatives are undermined by
weak governance structures. It states that only 6.4 per cent of
respondents expressed need to be active in voluntary associations.
While government sees formation of co-operatives and clubs as viable
platforms to enhance social integration and uplifting the standards of
living, some members of the public are not happy.
At least one out of five respondents is likely to join co-operatives,
leaving four of respondents preferring to work alone despite hardships
in realisation of benefits.
Jean Marie Kadage a motorist operating in Nyabugogo area is not amused
with management of his co-operative.
"We pay around Rwf1,000 everyday for these co-operatives, and so far
we have got no palpable benefits, not even a medical coverage," Mr
Kadage said.
Francisca Mukakarangwa, who is in charge of Savings and Credit
Co-operative development and supervision at the Rwanda Co-operative
Agency, told Rwanda Today that cooperatives have positively changed
lives of many people.
"Facts speak better than what those motorcyclists said, we have
registered a lot of good testimonies from people in co-operatives,"
she said.
Applauds good strides
Although the report applauds good strides made through co-operative
movement, the level of engagement in civil society organisations is
still low.
"In contrast, the level of engagement in civil society organisations
is much lower with little evidence of multiple memberships; 37 per
cent of respondents are members of one or more, but most belong just
to one," reads part of the report.

Bad loans now threaten rapid growth of Rwanda's Saccos
The rapid growth of savings and credit co-operative societies without
matching capacity to manage loans is partly responsible for the
increasing bad loans.
The latest statistics from the National Bank of Rwanda show that
Saccos are chocking under the weight of bad loans with non-performing
loans rapidly increasing to 7.3 per cent in December 2013 from 5.3 per
cent in 2012.
The bad loans are also partly attributed to both rapid expansion and
poor repayment of the disbursed loans.
"Their loan book is growing but their capacity to professionally
manage the growth is limited.
"The people managing the loans are not experienced," said Abby Mugabo,
the deputy director of the Rwanda Co-operative Agency (RCA) which
regulates the co-operatives. RCA statistics show that over 1.7 million
members are paid up while 1.6 million are account holders.
The Saccos recorded a growth of 31 per cent in deposits, hitting an
all-time high of $54 million in 2013 compared with $41 million in
2012. It is this rapid growth not supported by right manpower and
infrastructure that is putting members' savings at risk.
READ: Rwanda Saccos growth rate outstrips that of banks
"There is an issue of governance structure from loan committee to
people who disburse the loan yet the local leaders supposed to monitor
them lack capacity," said Eric Rwigamba director general of financial
sector development at the Ministry of Finance and Economic Planning.
The growth of the microfinance sector is expected to improve the
penetration of banking services to the entire population. There are
almost 2.4 million registered members in 478 Saccos and 416 are based
at Umurenge, a local administrative unit.
However, Minister for Trade and Industry Francois Kanimba said poor
crop yields due to bad weather also contributed to the increase in bad
loans portfolio.
"The issue of bad loans is worrying in some districts. The agriculture
season was not good and you know these Sacco finance mostly
small-holder farmers.
"Farmers are the biggest borrowers from Sacco at Umurenge. Therefore,
the poor yield contributed to growth in non-performing loans," said Mr
Kanimba.
The drought during the 2013 season affected several farmers in the
country yet some of them had taken loans from Saccos. The few who had
insured their crops against bad weather were paid by insurance
company.
Data from Soras, an insurance firm that insured the farmers indicate
that at least 7,086 maize farmers from Bugesera, Ngoma and Kirehe
districts received insurance payout of Rwf42.1 million.

Africa Realities Media is independent. Your support helps us expose injustice, challenge silence and produce evidence-based analysis on Africa and the Great Lakes Region.
Why We Exist
Many abuses facing African people are committed by African states, ruling elites, armed groups, military forces and security services. But these abuses are often sustained by international silence, Western lobbying, trade interests, migration deals, mineral access, diplomatic partnerships and unequal global accountability.
Africa Realities Media exposes that system.
Lived Experience Matters
Survivors, displaced communities, refugees, families affected by repression, journalists, activists, women, young people and diaspora voices are not passive subjects. They are knowledge holders.
Their experiences must shape policy, advocacy, journalism and public debate. The people closest to injustice are often closest to the solutions.
Our Principle
Africa Realities Media is rooted in one principle: African lives deserve equal truth, equal justice and equal protection.

Share 64 3 Share 3 1 Tweet 64 Women mostly in South and Central Africa, and Indonesia are carrying out a horrific practice known as ‘ Dry Sex’ which not only leaves them in pain but at increased risk of HIV. Dailymail Report Dry sex is a practice where women reduce moisture in their vaginas in order to make intercourse more pleasurable for men. This according to reports can lead to cuts, sores and inflammation in the vagina, and increases the chance of a condom breaking. These factors in turn increase the chance of the women contracting sexually transmitted diseases including HIV. It is borne out of a cultural belief that men find sex more pleasurable if a woman’s vagina is dry, and that men will reject women whose vaginas have been ‘stretched out’ by sex. To achieve dryness, women insert, chalk, sand, pulverized rock, herbs, paper or sponges before sex, according to journalist Ms Syfret, who has reported o...
http://www.inyenyerinews.org/amakuru-2/the-paul-kagame-doctrine-after-20-years/ African leaders have just concluded a mini summit in Luanda, Angola, to discuss the conflict in DRC and the diplomatic showdown between South Africa and Rwanda. It is reported, as usual, that a "Luanda Declaration" was signed, and President Zuma and President Kagame "agreed" to talk to "resolve" the impasse between their two countries. The latest quarrel between South Africa and Rwanda is due to the assassination of Colonel Patrick Karegeya in South Africa on 31/12/2013 and another attempted assassination on General Kayumba Nyamwasa a couple of weeks ago. Is this new ground for hope, or it is the usual diplomatic hype, postponing the problem to a later date? This writer firmly believes it is the latter. A good foreign policy champions, defends and protects a country's ( read people's) national interests. It seeks friends and...

Why Africa Realities Media Is Different
Africa Realities Media speaks to Africa and to the developed world. Many abuses facing African people are committed by African states and ruling elites, but they are often protected by international silence, lobbying, public relations, trade interests, migration deals and unequal global accountability. While governments pay lobbyists to present a good image abroad, ordinary African people continue to face violence, hunger, disease, poverty, repression and exclusion. We challenge the normalisation of African suffering and demand equal truth, equal justice and equal protection.
Policy and Systems Change
Our work is designed to trigger debate, discomfort and action. We do not only expose injustice; we work for policy and systems change.
We want governments and institutions to address the root causes of inequality, disadvantage, discrimination, exclusion and barriers affecting African people. We believe lasting change must be shaped by people with lived experience.
Exposing Injustice in Africa
Africa Realities Media is an independent African accountability platform based in London. We report, analyse and challenge the systems that shape African suffering, silence African victims and protect abusive power.
We are not here to repeat diplomatic language. We are here to ask the questions that are often avoided: why are African deaths treated as normal? Why are African victims given less urgency? Why are governments that imprison, exclude, displace or kill their own people protected when they serve powerful international interests?
Africa Realities Media gives space to writers, researchers, experts, activists, community voices, campaigners, analysts and people with lived experience who want to contribute thoughtful, responsible and courageous content about the changes needed in the region, as well as the political, economic, cultural and social African realities that are often ignored, minimised or misrepresented.
Our articles and videos aim to encourage debate, raise awareness, stimulate critical thinking and support reflection. We seek to help people in the Great Lakes Region understand their rights to human rights, development and wellbeing, while also encouraging decision-makers to be more transparent, responsive and accountable.
